Why is the bag for Unit 7 left blank?

I'm wondering why the bag for Unit 7 But No Elephants was left blank? What is this supposed to be used for?

The Unit 7 bag was intentionally left empty. There should have been a note with the bag indicating that. When we didn't include a bag, we had customers call thinking that we just forgot to include one for that unit. That unit doesn't require any kit materials.
